This article focuses on reforms over the past 30 years in so-called "public safety" police forces that are in charge of minor offences & petty delinquency as well as the surveillance of public spaces. It compares the international diffusion of policing innovations in Western countries, specifically the parallel development of two sets of reforms concerning community policing & the managerialization of policing. Based on a combined focus on institutional structures & policymakers' strategies, however, the article points up disparities in policy objectives, modes of adoption, & the cast of leading policymakers, & shows how new institutional standards are fused with traditional approaches in each country to yield hybrid reforms. Criminal Justice and Political Culture. National and International Dimensions of Crime Control (eds. Tim Newburn and Richard Sparks) is a collection taken from a conference at the University of Keele. Its purpose is to develop the logic of the transference of public policy in the matter of "crime control," and leads to the larger question of the possibility of a homogenization or standardization of such methods through globalization. Not surprisingly, one of the main questions addressed is the influence of the American model, including such policies as sex-offender registration and the privatization of prisons. Also discussed are the ways in which public policies are transmitted and transformed between nations, and examples of their standardization and divergence. W. A. Butler

The object of this article is to focus on a parameter -- elections -- that is too often neglected by specialists in public policy as they seek to understand the nature & origins of public action. Empirically, it takes examples from the local politics of social welfare & anti-crime policy. Two types of effects are considered: the impact of changing electoral majorities on policy making, & the way in which the protagonists in the policy process modify their focus & priorities in light of upcoming elections. Concerning the first of these effects, we consider the various ways in which a change in politics might lead to a change in policy (wearing out of past prescriptions, cleavage-producing effects of political themes). For the second, we consider the impact on actors of their looking ahead to elections on the substance as well as the timing of policy decisions. In this context, we take account of conflicts that revolve around taking credit for policy & its relationship to the election cycle. Adapted from the source document.

This thematic issue is intended to present a collection of articles that will give insight into the efforts to transform police forces in Occidental countries over the course of the past thirty years. The issue's objective is to offer an analysis of the diversity of police forces and of the methods by which such agencies have been transformed.
